In standard declarative sentences (Hauptsatz), the verb consistently takes the second position. For example: "Ich lerne Deutsch." (I am learning German.) This holds true whether the sentence begins with the subject or another element.
Conversely, for Yes/No questions (Ja/Nein-Fragen), the verb shifts to the first position. A clear example is: "Kommst du?" (Are you coming?).
